Terrorism poses both a policy and an analytical challenge. Yet, if we are to respond effectively to the policy challenge we need first to respond effectively to the analytical challenge. At the same time, for quite many years, data-driven analysis and information regarding the terrorist risk Europe is facing has failed to reach opinion makers and mainstream audiences. In this light, the Forum’s aim is dual: first to feed academic reflection about the analytical problems we face in the study of terrorism, and second, to frame and inform the public discussion on the security situation in Europe. In line with the Robert Schuman Centre’s mission to promote dialogue with the world of practice, the discussion will involve both well-known academics in the field as well as officials from the European Commission, NATO, and Europol.
