Open for Debate: Governance, Power, and the Limits of Internet Openness is an edited collection that examines how the concept and practice of an “open internet” have evolved under changing technological, economic, and geopolitical conditions. Drawing together contributions from scholars and practitioners across law, economics, political science, and technical communities, the collection investigates how openness is being redefined and contested at the infrastructure, logical, and policy layers of the digital ecosystem. The volume addresses five thematic areas: the evolution of the open internet concept from a primarily technical notion rooted in interoperable protocols and decentralised governance to a multidimensional condition entangled with questions of digital rights, security, and state and corporate power; sovereignty, interoperability, and standards as key fault lines in contemporary internet governance; divergent regulatory regimes governing cross-border data flows and digital trade; the relationship between open internet principles, innovation, and economic development; and the role of companies, markets, and business models in shaping the conditions of openness. Adopting a layered and systemic perspective, the contributions collectively ask not whether the internet remains open in principle, but how openness is being redefined, by whom, and with what consequences for innovation, competition, rights, and political power.
