The conditional effect of autocratization

This research integrates human rights and international relations, providing insights into when States resist or embrace liberal norms amid autocratization.
International organizations (IOs) are increasingly influenced by the autocratization of their member states, yet the impact of democratic backsliding and autocratic consolidation on their international preferences for liberal norms is not well understood. This study argues that autocratization creates uncertainties affecting how member states navigate IOs, with varying effects across regime types. Democratic backsliders focus on domestic constraints and the risk of empowering opposition, while autocratic consolidators prioritize their international reputation. This study tests this argument in the context of human rights by analysing states’ responses during the Universal Periodic Review. The quantitative findings reveal that autocratizing democracies are less likely to accept critical comments, whereas autocratizing autocracies are more receptive.
