Biographical Note

Ian Cooper is a Jean Monnet Fellow in the Robert Schuman Centre for Advanced Studies, at the European University Institute in Florence, Italy. He studies questions related to democracy and constitutionalism in the European Union, with a particular focus on the role of national parliaments.

He has previously held positions at the University of Cambridge, University of Oslo, and University of Toronto. A Canadian, he has a Ph.D. in Political Science from Yale University.

He has attended numerous interparliamentary conferences as an academic observer. He has lectured widely, and has spoken at the European Parliament, the UK House of Commons, and the Swedish Riksdag.

His work has appeared in the Journal of European Public Policy, West European Politics, and the Journal of Common Market Studies. He is currently writing a book making the argument that national parliaments should be understood as a “virtual third chamber” within the political system of the EU.
