Europeanization as reform under policy conditionality

Biographical Note

Calliope Spanou is Professor of Administrative Science – Public Administration at the University of Athens. She served as the National Greek Ombudsman (2011-2015) and as Deputy Ombudsman (2003-2011). She has taught at the Universities of Amiens, Paris II and Versailles – Saint Quentin en Yvelines. She has also been an advisor to the Minister of Interior and Public Administration, advisor of studies at the National Center of Public Administration and consultant with the O.E.C.D. SIGMA Programme. She has been a member of the Steering Committee of the European Group of Public Administration (EGPA) (2003-2007) and president of the Hellenic Political Science Association (2002—2004) .

Professor Spanou holds a PhD (Doctorat d’ Etat – Science Politique) from the University of Amiens, France. Her main research areas are administrative and civil service reform, public policy and Europeanization, democracy and citizen-administration relations. She is the author of: Citoyens et administration. Les enjeux de l’autonomie et du pluralisme, Paris, L’ Harmattan 2003 and Fonctionnaires et Militants, L΄administration et les nouveaux mouvements sociaux, Paris, L΄Harmattan, 1991. Recent publications include « Administrative Reform and Policy Conditionality in Greece » Administration and Public Employment Review no 1, 2015 (31-54) ; « La haute Fonction Publique et la crise : la permanence du provisoire » Revue Française d’Administration Publique 151-152, 2014 (546-661) ; Elites administratives et crise: Quelles perspectives pour la haute fonction publique en Grèce ? », Revue Internationale des Sciences Administratives 80 (4) 2014 (709-725).
