Governance and Accountability of the European Central Bank

This conference will discuss issues concerned with the operation and governance of the ECB. The first session will focus on the principle of voting in the European Central Bank Council: should there be a rotation system as in the Federal Reserve OMC? The discussion will then move to the financial sector supervision in the European Central Bank: a Chinese Wall or an Integrated Structure? The final session will tackle a crucial issue: the desirability of publishing minutes and how this affects decision-making. Throughout the conference the speakers and the audience will share and confront their views on the role of the ECB in Europe’s institutional architecture.
