Assessing the Prospect of the EURATOM Treaty Approach in the Middle East

This HLPS aims at exploring different facets of a divisive but critical issue: during the 2010 Conference Review of the Nuclear Non-proliferation Treaty (NPT), state parties to the NPT have called for a Conference on the establishment of a Weapons of Mass Destruction (WMD) Free Zone in the Middle East, which has failed to be held in 2012. Failure to move forward with the creation of a regional organization in charge of regulating nuclear (among other) activities in the Middle East might imperil the global non-proliferation architecture, which makes this HLPS all the more timely.

Participants aim at addressing, among others, the following issues related to the creation of a regional organization in charge of dealing with nuclear activities in the region: in particular, the extension of its jurisdiction to the peaceful aspects of nuclear development, its governance structure, the possible sequencing of negotiations between future parties to such a regional organization, its articulation with existing national, regional and global organizations in the nuclear field.
